Directs the Department of Public Safety to move low-risk offenders with substance abuse and mental health issues from incarceration into community-based programs addressing their pathways to incarceration.

Cites research showing community drug treatment programs save $10 to $18 for every $1 spent and can reduce incarceration costs.

Notes that 63% of nonviolent pre-trial felons are low-risk and 80% of the parole population is low-risk, with only 14% of incarcerated persons requiring prison-based programming.

Requires certified copies of the resolution be sent to the Director of Public Safety and Chairperson of the Hawaii Paroling Authority.
