Requests the Department of Transportation adopt rules to encourage taxis at Honolulu International Airport to use high efficiency vehicles, including hybrid electric vehicles.

Directs the Airport Division to review rules that align airport sustainability commitments with local initiatives, recognizing that ground access vehicles account for approximately 18,182 metric tons of carbon dioxide equivalent (21.58 percent) of the airport's total carbon emissions.

Proposes incentives in the rules to include establishment of a separate taxi stand for high efficiency vehicles at the airport.

References successful programs in San Francisco (90 percent clean cab fleet as of March 2012), San Diego (30 percent hybrid adoption rate within ten months), and Boston that reduced greenhouse gas emissions through similar taxi vehicle conversion initiatives.

Requires transmittal of certified copies to the Governor, Director of Transportation, U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy, Honolulu Clean Cities Coalition, and the Mayor of the City and County of Honolulu.
