Requests the University of Hawaii Department of Kinesiology and Rehabilitation Science to conduct a study in cooperation with the Department of Education and Department of Health on feasibility of adopting National Association for Sport and Education physical education guidelines for elementary and middle schools.

Directs the study to assess personnel-to-student ratios, instructional minutes per week, and variables needed to implement quality physical education programs based on state and national recommendations.

Requires the study to identify implementation needs including certified instructors, equipment, assessments, and standards-based curriculum, as well as recommended steps to implement national guidelines by 2025.

Mandates the Department of Education provide full access to support study completion and requires inclusion of a draft policy statement on implementing national physical education guidelines in any reports to the legislature.

Directs the University of Hawaii to submit findings and recommendations to the legislature no later than twenty days prior to the 2015 Regular Session.
