Recognizes commercial space transportation as a strategic growth industry for Hawaii and requests the state administration to take proactive action to develop space launch capabilities in the state.

Highlights Hawaii's strategic mid-Pacific, near-equatorial location and existing telemetry and space surveillance infrastructure as advantageous for launching payloads into equatorial and polar orbits with reduced energy requirements compared to mainland locations.

Directs the Office of Aerospace Development to coordinate with federal agencies (FAA, NASA), municipal agencies, universities, and private companies to promote commercial space launch operations and develop Hawaii as an international center for space launch activities.

Requests that commercial space launch activities be developed to create high-paying technology-based employment, provide STEM education and training opportunities, and support community economic needs while addressing environmental and cultural concerns.

Directs certified copies of the resolution to be transmitted to the Governor, Director of Business and Economic Development, NASA Administrator, FAA Administrator, and various military commanders in the Pacific region.
