Urges the Department of Labor and Industrial Relations to establish the Weed and Seed Program as a permanent program by no later than fiscal year 2014-2015.

Requests the State convert the Weed and Seed Program from nonprofit status to a state agency within the Department of Labor and Industrial Relations.

Directs expansion of Weed and Seed initiatives statewide to encompass all areas of Hawaii, building on existing programs in Kalihi-Palama, Chinatown, Downtown Honolulu, Ala Moana, Sheridan, McCully, Waipahu, and Ewa Beach.

Requires the Department of Labor and Industrial Relations to submit an implementation plan and budget report to the Legislature no later than 20 days before the 2014 Regular Session convenes.

The Weed and Seed Program combines law enforcement efforts to reduce crime, drug abuse, and gang activity with community revitalization and social services.
