University of Hawaii at Hilo is requested to establish a higher education learning center in the Puna district on the island of Hawaii to improve employment and entrepreneurial activities in rural areas.

University of Hawaii at Hilo is directed to conduct an outreach program and needs assessment under the College of Agriculture, Forestry, and Natural Resource Management, including evaluation of existing educational resources and facilities in Puna.

University of Hawaii at Hilo is encouraged to collaborate with the United States Pacific Basin Agricultural Research Center and work with the Department of Agriculture in establishing the learning center.

The proposed learning center would focus on agricultural production, processed products for local markets, business incubator development, and emerging engineering programs to support job growth.

University of Hawaii at Hilo must report findings, recommendations, proposed legislation, and funding needs to the Legislature no later than twenty days before the 2014 Regular Session convenes.
