Urges the President and Congress to reach an agreement on an appropriations bill to address fiscal crisis and mitigate negative impacts on military and Department of Defense civilian employees in Hawaii and nationwide.

Notes Hawaii hosts critical military infrastructure including U.S. Pacific Command headquarters in Honolulu, Pacific Fleet at Pearl Harbor, Pacific Air Forces at Hickam, and other major installations central to U.S. Asian Pacific security strategy.

Identifies that defense spending contributes over $14.7 billion to Hawaii's economy and supports more than 102,000 jobs; federal spending on procurement, salaries, and wages accounts for 15.8 percent of the state's gross domestic product.

Details anticipated severe impacts from sequestration including 19,728 Department of Defense civilian furloughs (3.2 percent of Hawaii's jobs—the highest per capita impact nationally), up to 22-day furloughs equaling 20 percent pay loss, and $287 million Army, $110 million Navy, and $103 million Pacific Air Forces spending cuts by September 30, 2013.

Directs transmission of certified copies to the President, Congressional leadership, and Hawaii's Congressional delegation.
