Requests the Department of Land and Natural Resources to establish a task force to study and make recommendations on reusing R-1 recycled water for agricultural purposes in Central Oahu.

Task force directed to examine feasibility of increasing R-1 water availability, methods for pumping and transporting water while maintaining R-1 designation, and optimal locations for distribution in Central Oahu.

Requires evaluation of a pilot program using recycled water from Schofield Barracks Wastewater Treatment Plant for agriculture, with potential statewide implementation as a model.

Task force to address public awareness strategies about the safety and benefits of R-1 water for agricultural use.

Department must submit recommendations to the Legislature no later than 20 days before the 2014 Regular Session, with the task force to dissolve on June 30, 2014.
