Requests the Department of Hawaiian Home Lands to provide a written report to the Legislature on the Ka Makana Alii shopping mall project being negotiated with DeBartolo Development, LLC.

Report must include the project status, anticipated new partners, projected revenue stream, timeline for completion, and terms of any development agreements with compliance status.

Requires the Department to evaluate Act 187, Session Laws of Hawaii 2010 (as amended by Act 175, Session Laws of Hawaii 2012), which authorized one-time extensions of up to 20 years for commercial or multipurpose project leases until June 30, 2015.

Directs the Department to recommend whether Act 187 should be extended or made permanent and submit findings, recommendations, and any proposed legislation to the Legislature within six months after the 2013 Regular Session adjourns.

Establishes context that the State makes annual $30,000,000 settlement payments to the Hawaiian Home Lands Trust Fund, with obligations ceasing in 2015.
