Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Kaneohe, Koolaupoko, Oahu (Tax Map Key: (1) 4-4-037:seaward of 033)

Easement covers approximately 1,588 square feet and permits maintenance, repair, and use of existing pier, seawall, and landscaping improvements

Resolves an encroachment issue dating to the late 1950s when Frank H. Barton placed improvements on state submerged lands after purchasing adjacent private property in 1953

Board of Land and Natural Resources approved the easement grant on July 27, 2012, after determining non-conforming status was established

Requires prior legislative authorization under Hawaii Revised Statutes section 171-53 for leasing state submerged lands
