University of Hawaii Economic Research Organization directed to establish an economic model, conduct an economic impact study, and report on effects of implementing GMO labeling or registration requirements on consumers, local agriculture, and the state's 2050 sustainability goals.

Department of Agriculture, in collaboration with the Departments of Health and Business, Economic Development, and Tourism, requested to research and report on the practicality of implementing GMO labeling or registration, including enforcement, administration, and effects on Hawaii 2050 sustainability goals.

Department of Agriculture directed to provide detailed cost analyses for implementing both GMO labeling and registration regimens, including personnel requirements and procedural changes needed.

University of Hawaii College of Tropical Agriculture and Human Resources requested to submit a report analyzing peer-reviewed literature on the long-term safety of GMO crops grown in Hawaii and current farming practices.

All three entities (UH Economic Research Organization, UH College of Tropical Agriculture and Human Resources, and Department of Agriculture) required to submit interim reports by twenty days before the 2014 Regular Session and final reports before the 2015 Regular Session.
