Extends the Government Contracting Task Force until June 30, 2013 to finalize recommendations addressing procurement issues for nonprofit organizations and small businesses.

Task force must report on state contracting processes from planning through service delivery, including payment issues when invoices are submitted.

Task force must make recommendations to simplify and standardize contracting processes across state agencies including the State Procurement Office, Department of Accounting and General Services, and Department of the Attorney General.

Task force must evaluate a "dashboard" demonstration project in the Department of Health, Department of Human Services, and Department of Public Safety to test business process improvements and streamline contracting.

Task force must submit findings and recommendations to the Legislature by June 30, 2013, and participate in a joint informational briefing upon request.
