Requests the Board of Education and Department of Education to continue collaborating with family and community organizations to establish, implement, and monitor statewide policies for family-school partnerships in Hawaii's public schools.

Directs adoption of revisions to Parent/Family Involvement Policy No. 2403, renaming it the "Family-School Partnership Policy" and incorporating National Parent Teacher Association standards adapted by a working group.

Requires updating Student Support Policy No. 2203 to reflect current research and practice in student support and family engagement, with collaboration on implementation monitoring.

Mandates development of common general practices across the Department of Education to ensure consistent expectations between families and schools for effective interaction and communication.

Requests a report to the Legislature no later than twenty days before the 2014 Regular Session detailing findings, recommendations, proposed legislation, and status of actions to fulfill the legislative intent of prior concurrent resolutions SCR 145 and SCR 79.
