Requests the Hawaii Public Housing Authority and Hawaii Housing Finance and Development Corporation to create a master plan for redeveloping Kukui Gardens (389 units) and Mayor Wright Homes (363 units) in Honolulu's Palama area.

Master plan should include mixed-use commercial and residential development with both market-rate and low- to moderate-income housing units, utilizing state-owned properties including a strip of land on Liliha Street.

Directs the Hawaii Public Housing Authority to submit a report with findings and recommendations to the Legislature no later than twenty days before the 2014 Regular Session convenes.

Notes that both complexes are located in an A-2 medium-density apartment district zoned for building heights up to 150 feet and near a planned rail transit stop on Dillingham Boulevard.

Addresses Hawaii's affordable housing shortage, with 11,603 families on the federal public housing waiting list and 8,173 families on the state public housing waiting list as of January 4, 2013.
