Urges the City and County of Honolulu to expand the rail system to Waikiki and the University of Hawaii at Manoa by limiting the number of rail stations on the guideway.

Requests the Director of Finance to transfer all but $1,000,000 of general excise tax surcharge funds collected to the City and County of Honolulu for the track guideway extension.

Allocates the retained $1,000,000 to the Department of Taxation to cover costs incurred in collecting the one-half percent general excise tax surcharge.

Identifies the estimated cost of extending the guideway approximately 10 miles to Waikiki and University of Hawaii at Manoa as $1,665,000,000, with state funding of $350,000,000 plus reduced station costs to enable completion.
