Requests the Legislative Reference Bureau to establish a task force to review Hawaii's administrative rulemaking procedures and evaluate the 2010 Model State Administrative Procedure Act for potential improvements.

Task force to be chaired by the Lieutenant Governor (or designee) and include the Director of the Office of Information Practices, Attorney General (or designee), Director of the Legislative Reference Bureau, and one representative from the Commission to Promote Uniform Legislation.

Task force must evaluate current state rulemaking procedures, review the 2010 Model State Administrative Procedure Act, and suggest improvements for adopting provisions from the model act.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session and to the Legislative Reference Bureau by November 1, 2013.

Task force is dissolved on June 30, 2014.
