S.C.R. NO. 6 Summary

• Urges the 113th United States Congress to enact federal legislation amending the Toxic Substances Control Act of 1976 to strengthen chemical management and safety standards.

• Requires chemical manufacturers to prove all existing and new chemicals are safe and provide essential health and safety information to consumers, businesses, and workers.

• Mandates immediate action to reduce or eliminate use of harmful chemicals, including persistent, bioaccumulative, and toxic substances to which the public is widely exposed.

• Preserves state and tribal authority to operate chemical management programs more protective than federal standards and establishes health safety standards protecting vulnerable populations like children and developing fetuses.

• Directs certified copies of the resolution be sent to the President, Congressional leadership, the Environmental Protection Agency, and Hawaii's congressional delegation.
