Urges the Hawaii Public Housing Authority to initiate sponsorship of the federal "Step-Up" program, a Department of Housing and Urban Development initiative developed in cooperation with the U.S. Department of Labor and the National Association of Housing and Redevelopment Offices.

"Step-Up" provides job training and employment opportunities on HUD-assisted construction projects for public housing residents and other low-income individuals.

The program has operated successfully on the mainland for approximately 20 years but has never been implemented in Hawaii.

Participant wages earned through "Step-Up" are excluded from income calculations for rent determination, enabling residents to earn wages while maintaining housing assistance and potentially transition to unsubsidized housing.

Directs certified copies of the resolution be transmitted to the Hawaii Public Housing Authority Executive Director, Director of Human Services, HUD Field Office Director, and Director of Labor and Industrial Relations.
