Requests state agencies including Department of Health, Department of Human Services, Department of Public Safety, Department of Commerce and Consumer Affairs, State Board of Nursing, and Disability and Communication Access Board to identify barriers in their statutes and administrative rules that restrict Advanced Practice Registered Nurses (APRNs) from practicing to the full extent of their education and training.

Directs these agencies to work with the Department of the Attorney General to identify barriers and propose amendments to remove restrictions on APRN practice in their respective statutes and administrative rules.

Requires agencies to submit their findings and recommendations, including any proposed legislation, by September 1, 2013.

Directs the Department of the Attorney General to transmit a draft report to the Legislative Reference Bureau by November 1, 2013, and the Legislative Reference Bureau to submit a final report to the Legislature at least 20 days before the 2014 Regular Session convenes.

Establishes this collaborative effort to address Hawaii's physician shortage and increase access to quality, cost-effective primary health care services, particularly in medically underserved rural areas.
