Encourages the Department of Public Safety to consider establishing a stand-alone community reentry center in Honolulu for non-violent, non-sexual offenders completing sentences or returning to custody after parole violations.

Center should include residential programs, non-residential programs for supervised offenders, and a day reporting program component to accommodate offenders living and working in the community.

Notes that reentry centers reduce recidivism rates by more than 50 percent over five-year periods compared to traditional incarceration and are more cost-effective than mainland prison housing.

Estimates one-time construction costs for a 500-resident facility at $45,000,000 through public-private partnership, equivalent to one year of Hawaii's mainland incarceration expenses.

Proposes a three-phase progressive living structure: intake processing (not exceeding 30 days), reentry readiness instruction and community service, and community reintegration with financial and work responsibilities.
