Urges the Department of Accounting and General Services to convert the third floor of the No. 1 Capitol District Building (250 South Hotel Street) into exhibition, administrative, and/or educational space for the Hawaii State Art Museum by 2016.

Urges conversion of the fourth floor of the same building into exhibition, administrative, and/or educational space for the Hawaii State Art Museum by 2018.

Notes that current HiSAM gallery space accommodates only 287 of 5,739 artworks in the state collection, with 1,800 pieces in storage and 3,652 pieces circulating through government offices.

Identifies need for expanded space to support the "Art Bento" educational program and accommodate an auditorium for lectures, performances, and interactive presentations currently lacking at the museum.

Requires certified copies be sent to the Governor, Comptroller, and Executive Director of the Hawaii State Foundation on Culture and the Arts.
