Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement to the Puamana Community Association for state submerged lands at Puamana, Lahaina, Maui (tax map key 2-4-6-028:001)

Easement covers 1,895 square feet of state submerged land and permits use, maintenance, repair, replacement, and removal of seawall structures, a concrete groin, and revetment footings built in the 1930s

Seawall structures provide coastal protection and stability for the property; concrete groin and revetment footings are remnants of a historic swimming pool from a former plantation manager's residence

Board of Land and Natural Resources determined the structures are existing and non-conforming, having been constructed prior to October 1964 and prior to conservation district designation, and approved the easement on October 26, 2012

Concurrent resolution authorizes the easement pursuant to Hawaii Revised Statutes section 171-53, which requires prior legislative approval for leasing state submerged lands
