Supports efforts by non-governmental organizations to help local agricultural producers and value-added food processors meet federal Food Safety Modernization Act (P.L. 111-353) requirements and enhance food safety and food security practices.

Recognizes that compliance with federal food safety standards is critical for Hawaii's agricultural industry and food security, and will allow local producers to access international and domestic markets.

Acknowledges the East Hawaii Community Development Corporation, a 501(c)(3) tax-exempt organization, as an example of an NGO providing short-term and long-term solutions including research, development, and establishment of a food-safety certified facility.

Directs certified copies of the resolution to be transmitted to the Chairperson of the Board of Agriculture, Director of Health, Director of Business, Economic Development, and Tourism, and Director of Human Services.
