Request the Legislative Auditor to conduct a financial and management audit of the University of Hawaii System addressing issues raised by the Senate Special Committee on Accountability.

Audit shall evaluate oversight and transparency of the University's fiscal and operational administration, including the Board of Regents' role.

Audit shall examine procurement exemptions and guidelines for legal, consulting, and public relations service contracts, including services procured through the Research Corporation of the University of Hawaii.

Audit shall review enterprise risk management, including fraud, waste, and abuse within the University system.

Legislative Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.
