Requests the Auditor conduct a follow-up audit of the Division of Boating and Ocean Recreation's management of state boating facilities, building on previous audits from 2001 and 2006.

Directs focus on the Ala Wai small boat harbor in Honolulu and overall management issues including facility deterioration, inadequate maintenance controls, and financial oversight deficiencies.

Requires the Auditor to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convening.

Notes the Legislature has appropriated over $20 million since 2001 for boating facility improvements through multiple acts, yet management problems persist.

Directs certified copies of the resolution be sent to the Chairperson of the Board of Land and Natural Resources and the Auditor.
