Requests the Contractors License Board to prepare a report evaluating automatic specialty licenses issued to "A" general engineering contractors and "B" general building contractors without additional examination or fees.

Requires the report to identify each automatically granted specialty license and provide specific evaluation of the C-5 contractor (Cabinet, Millwork, and Carpentry Remodeling and Repairs) definition, including whether it is too broad.

Mandates the report include explanations for why each specialty license is automatically granted and suggested amendments or modifications to the licensing practice if appropriate.

Requires the Contractors License Board to submit the report with any recommendations for amendments to Hawaii Revised Statutes chapter 444 and Hawaii Administrative Rules chapter 77 no later than twenty days before the 2014 Regular Session convenes.

Notes that 17 automatic "C" specialty licenses are granted to "A" contractors and 10 to "B" contractors, which subcontractors who qualified through four years of supervisory experience consider unfair.
