Requests formation of a task force to study and recommend policies and procedures to improve the accuracy of eyewitness identifications in Hawaii's criminal justice system

Task force to comprise the Attorney General, Public Defender, all four county Chiefs of Police, all four county prosecutors, CEO of Office of Hawaiian Affairs, Hawaii Innocence Project representative, two social science experts (appointed by Senate President and House Speaker), and Executive Director of Hawaii Civil Rights Commission

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convening

Task force authorized to cease operations on June 30, 2014

Resolution notes that mistaken eyewitness identification contributed to approximately seventy-five percent of the nation's wrongful exonerations, and that established best practices can significantly improve identification accuracy
