Recognizes the importance and necessity of Native Hawaiian cultural monitoring to protect, preserve, and manage Native Hawaiian historic and cultural resources, including iwi kupuna (ancestral remains)

Urges federal, state, and county agencies to develop and implement Native Hawaiian cultural monitoring programs for all projects in historically sensitive areas in collaboration with developers, contractors, owners, and Native Hawaiian organizations and communities

Directs a legislative committee composed of state Senate and House members to create a proposed bill for the 2014 regular session to amend Chapter 6E, Hawaii Revised Statutes, to include criteria and guidelines for Native Hawaiian cultural monitoring

Notes that Native Hawaiian cultural monitoring is not currently required by law for pre-construction archaeological surveys, excavation, demolition, or construction projects in historic and culturally sensitive areas

Transmits certified copies to the U.S. Advisory Council on Historic Preservation, Governor, Board of Land and Natural Resources, Office of Hawaiian Affairs, and legislature leadership
