Requests the State Auditor to conduct a sunrise review of proposed regulation of check cashers under Hawaii Revised Statutes section 26H-6.

Establishes that check cashers are currently unregulated and not required to be registered by the State.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the 2014 Regular Session.

Mandates that a certified copy of the concurrent resolution be transmitted to the Auditor.
