Requests the Comptroller to establish a task force to study the state procurement code and identify amendments that would increase economy, efficiency, effectiveness, and impartiality in public works construction procurement.

Task force to examine the impact of the Okada Trucking decision on bid protests and cost increases for public works projects, with particular focus on subcontractor listing and licensing requirements.

Task force composition includes representatives from the State Procurement Office, University of Hawaii, Department of Education, Office of Hawaiian Affairs, Department of Transportation, county procurement offices, water supply boards, transit agencies, and construction industry associations.

Task force directed to propose amendments to reduce bid protests, determine if administrative rules align with legislative intent regarding contractor classifications, and submit findings and recommendations by 20 days before the 2015 regular legislative session.

Task force members serve without compensation but may receive expense reimbursement, and the task force dissolves on June 30, 2015.
