Requests the Professional and Vocational Licensing Division to convene a working group to examine whether its 25 licensing boards and commissions could be streamlined or consolidated.

Working group must include the Licensing Administrator and four Senior Executive Officers of the Professional and Vocational Licensing Division.

Directs the working group to explore how other states handle professional and vocational licensing and identify best practices or administrative procedures that could be adopted in Hawaii.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2014 Regular Session convenes, with the group dissolved by June 30, 2014.

Addresses the Division's limited financial and human resources to administer all 25 boards and commissions.
