Encourages the Board of Education and Department of Education, in collaboration with the Department of Health, to develop and adopt guidelines for training school employees and qualified volunteers to provide diabetes care to students.

Directs guidelines to address recognition and treatment of low and high blood glucose levels, understanding physician instructions for diabetes medications, blood glucose testing, insulin administration, insulin pump functions, and emergency complications.

Includes requirements for guidelines to cover meal and snack schedules, effects of physical activity on blood glucose, other medical procedures for diabetes testing and treatment, and long-term diabetes complications and self-management skills.

Requests the Board of Education and Department of Education to report findings, recommendations, adopted guidelines, proposed legislation, and funding recommendations to the Legislature no later than twenty days before the 2014 Regular Session.

Directs certified copies of the resolution be transmitted to the Board of Education Chairperson, Superintendent of Education, and Director of Health.
