Request Department of Education to conduct a systemwide review of oversight, monitoring, and accountability for the School Food Services Branch, which serves 256 schools and feeds approximately 100,000 students and staff daily.

Address seven specific deficiencies identified in a 2012 internal audit including unclear ownership of purchasing/payment processes, insufficient controls on monetary collections, lack of current purchasing policies, inadequate technology use, and poorly defined kitchen staffing methods.

Require School Food Services Branch to implement systematic changes to policies and procedures at all levels and provide annual compliance reports to the Superintendent of Education.

Department of Education must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2014 Regular Session convening.

Transmit copies of the resolution to the Governor, Chairperson of the Board of Education, and Superintendent of Education.
