Request the Department of Agriculture, with assistance from the Commission on Water Resource Management, to conduct a study regarding a permeable surfaces tax credit for properties that maintain permeable land surfaces for groundwater recharge.

Study must address how to calculate water volume percolating to groundwater aquifers using accurate net water infiltration models and whether to include urban groundwater percolation.

Study must examine rainfall measurement collection across Hawaii's microclimates, identify sources of recharge water (rainfall or irrigation), define qualifying properties, and consult with the Department of Taxation on administration.

Department of Agriculture must report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.

Certified copies must be transmitted to the Chairperson of the Board of Agriculture, Chairperson of the Board of Land and Natural Resources, and Director of Taxation.
