Adopts and affirms the 228 recommendations from the United Nations Universal Periodic Review of the United States' human rights record conducted on November 5, 2010, where applicable to the State of Hawaii.

Calls for the promotion of a culture of human rights based on the principles established in the Charter of the United Nations.

Urges the State of Hawaii to participate in the 2015 follow-up review of the United States' progress in human rights since the 2010 inaugural session.

Requires transmission of certified copies of the resolution to the United Nations Secretary General, UN High Commissioner for Human Rights, Hawaii's Congressional delegation, and U.S. Secretaries of State, Education, and Housing and Urban Development.
