• Hawaii Tourism Authority is requested to produce an ocean safety video for visitors to Hawaii.

• Hawaii Tourism Authority is requested to work with airline companies to show the ocean safety video to all incoming passengers on flights to Hawaii.

• Between 2002 and 2011, 288 nonresidents and 249 Hawaii residents drowned in the ocean; 2013 saw at least a dozen visitor deaths with six tourists drowning on Kauai alone.

• Hawaii typically experiences approximately 60 to 70 accidental deaths among nonresidents annually, with recent increases attributed to tourists exploring remote areas or overestimating their swimming abilities in unfamiliar ocean currents.

• A certified copy of the resolution is to be transmitted to the Hawaii Tourism Authority Executive Director for distribution to all airline Hawaii operations managers.
