Requests the Director of Health to reconvene the Clean and Sober Homes and Halfway Houses Task Force that was previously convened in 2012 in response to the Justice Reinvestment Initiative.

Task force should include representatives from the Senate, House, Judiciary, Attorney General, Department of Health, Department of Human Services, Department of Public Safety, Hawaii Paroling Authority, county planning departments, homeless advocates, and clean and sober homes and halfway house providers.

Task force is directed to resolve seven outstanding issues including clarifying definitions of "registration" and "monitoring," determining appropriate statutory sections for inserting agreed-upon definitions, and assessing financial impacts on residents with limited resources.

Task force must determine which department or agency should receive and follow up on complaints about clean and sober homes and halfway houses, and develop a budget for operating a voluntary registry.

Task force is required to submit its findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2014 Regular Session.
