Encourages the Department of Health to establish an Emergency Services Patient Advocate Program to provide assistance to and advocate on behalf of patients receiving emergency medical care.

Requests that the Department of Health adopt rules pursuant to chapter 91, Hawaii Revised Statutes, to formally establish the program.

Addresses patient concerns about understanding medical rights and treatment options in emergency room situations.

Aims to improve communication between patients, family members, and healthcare providers by providing patient advocates in emergency rooms.

Directs transmission of a certified copy of the resolution to the Director of Health.
