Requests establishment of a work group to examine social determinants of health and risk adjustment for Medicaid, gap-group, and uninsured individuals in Hawaii.

Work group membership includes the Insurance Commissioner, Department of Human Services and Health representatives, health insurance plans, provider associations, three health care providers, three community health center representatives, three consumers (one from each population), Hawaii Health Connector, Healthcare Transformation Office, and legislative committee chairs.

Directs work group to examine enabling services, care coordination efforts, health plan incentive structures, behavioral health and substance abuse management, risk pool management, value-added services in health care homes, and risk adjustment systems for medical complexity and social determinants.

Requires work group to submit preliminary findings and recommendations by twenty days before the 2014 legislative session and a final report by twenty days before the 2015 legislative session.

Work group is subject to Hawaii Revised Statutes chapter 92 (open meetings law) and ceases to exist on June 30, 2015.
