Notes that brain injury affects 5.3 million Americans, with one person sustaining a brain injury every twenty-one seconds.

States that annually at least 50,000 Americans die and 80,000 experience onset of life-long disabilities from brain injuries.

Recognizes the Brain Injury Association of Hawaii's work in improving quality of life for brain injury survivors and promoting prevention education.

Directs certified copies of the resolution be sent to the Governor, Director of Health, and the Brain Injury Association of Hawaii.
