Urges the Department of Health to convene a task force to establish a statewide stroke system of care, including a statewide stroke database and registry, by December 31, 2015

Task force membership must include the Director of Health, Emergency Medical Services Directors from each county, representatives from the Neurotrauma Advisory Board, American Heart Association/American Stroke Association, one House member, one Senate member, and three healthcare industry representatives

Task force shall examine barriers to stroke care quality, review national models and best practices, update the 2011 Hawaii Plan for the Prevention of Heart Disease and Stroke, and ensure adequate Neighbor Island representation

Task force must establish uniform pre-hospital stroke assessment protocols, statewide stroke database and registry using standardized nationally-recognized performance measures, and recommend protocols for direct transportation of stroke patients to appropriate hospitals

Task force shall submit an initial report by December 31, 2013, and a final report no later than 20 days before the 2015 Regular Legislative Session, including findings, recommendations, proposed legislation, and recommended funding levels
