• Requests the President of the Senate to establish a Green Building Program Working Group to explore ways to encourage green building in Hawaii.

• Working Group directed to examine streamlining the permitting process, eligibility requirements, incentive levels, sustainability strategies, expanded affordability, and economic development stimulation.

• Working Group composition includes the Chair and Vice Chair of the Senate Committee on Water, Land, and Housing; one designated Senate member; directors from Department of Planning and Permitting and Finance; representatives from the Hawaii Building and Construction Trades Council, City and County of Honolulu, U.S. Green Building Council Hawaii Chapter, and Urban Land Institute Hawaii; and other interested stakeholders appointed by the President of the Senate.

• Working Group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.

• Working Group ceases to exist on June 30, 2014.
