Requests the Insurance Commissioner to convene a working group to explore electronic transmission of insurance notices and documents and potential increases to Hawaii's minimum motor vehicle liability coverage.

Working group to include the Insurance Commissioner and representatives from the Commission to Promote Uniform Legislation, Property Casualty Insurers Association of America, Hawaii Insurers Council, and State Farm Insurance Company.

Directs working group to develop alternatives for insurance notices and documents balancing electronic convenience with consumer protection, and to consider reforms offsetting premium increases from higher minimum liability coverage.

Working group members are not considered state employees based solely on their participation in the group.

Working group must submit final report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.
