Urges the Office of Planning to establish a working group to identify state and city-owned land parcels where jurisdiction should be exchanged to facilitate specific missions.

Working group composition to include two Senate members appointed by the Senate President, two House members appointed by the Speaker, the Chairperson of the Board of Land and Natural Resources, and the Superintendent of Education.

Identifies state-owned land surrounding rail transit station centers that the City and County of Honolulu needs for pass-through, infrastructure easements, and related activities.

Notes state interest in redeveloping schools under the Twenty-First Century School Initiative on county-owned land parcels.

Requires transmission of certified copies to the Director of Business, Economic Development, and Tourism; Chairperson of the Board of Land and Natural Resources; Superintendent of Education; Director of the Office of Planning; and legislative leaders.
