Encourages University of Hawaii administration to establish and implement a tobacco-free policy prohibiting smoking and all tobacco products for students, faculty, staff, contractors, and visitors on all UH campuses and facilities.

Requests UH administration to post signage and conduct a public information campaign to notify all persons of the tobacco-free policy and enable smooth implementation.

Encourages UH to implement plans under executive policy E10.102(D) to discourage tobacco initiation and nicotine dependence, and to assist tobacco users attempting to quit.

Notes that 766 colleges and universities nationwide already have comprehensive tobacco-free policies, but no Hawaii institution of higher education currently does, and that UH's current tobacco policy has not been updated in over ten years.

Directs that certified copies of the resolution be transmitted to the President of the University of Hawaii and the Chairperson of the Board of Regents.
