Requests the Governor establish a working group to develop a conservation action plan for undeveloped portions of Turtle Bay Hotel and Resort property in Kahuku, Oahu and surrounding lands with conservation or historic value.

Working group shall include the Governor or designee, Chairperson of Board of Land and Natural Resources, State Historic Preservation Division Administrator, Legacy Land Conservation Commission Chairperson, Land Use Commission Chairperson, Trust for Public Land Chairperson, and other entities deemed necessary by the Governor.

Working group shall develop an action plan exploring conservation alternatives, hold community engagement meetings, provide periodic updates to the Governor, and submit a final written action plan with recommendations and proposed legislation to the Governor and Legislature by November 30, 2013.

Working group shall cease to exist on November 30, 2013, and the Governor and developer Turtle Bay Resorts, LLC shall submit a written report to the Legislature regarding negotiation results and any proposed legislation by the same date.

Resolution defers S.B. No. 894, S.D. 2, pending good faith negotiations between the State and developer to reach a settlement benefiting the community and State.
