• Encourages the Department of Land and Natural Resources to lease 17.6 acres of public land (Tax Map Key 6-6-001:010 in Lalamilo) to the County of Hawaii and Waimea Trails and Greenways project for use as a trailhead and county park.

• The Waimea Trails and Greenways project, initiated in 1994 as a community-based effort and adopted by the County Parks and Recreation Department in 1995, would provide alternative transportation and recreation through Waimea while connecting schools, churches, shopping centers, and parks.

• The trail addresses safety concerns as current walking and biking in Waimea must occur on a high-speed cross-island highway with heavy truck traffic.
