Urges the State of Hawaii, City and County of Honolulu, and Castle & Cooke Homes Hawaii, Inc. to enter into a land exchange agreement involving parcels in West Oahu.

Castle & Cooke is developing a community master plan for 3,500 homes on 576 acres and requires critical infrastructure including potable water systems, wastewater systems, and drainage systems.

The State may waive certain fees to offset value differences between state-owned and Castle & Cooke-owned parcels, while the City and County may provide infrastructure financing and zoning/permitting waivers.

References projected 2035 state population of 1,657,500 with 1,071,200 residents in Honolulu, and notes the Honolulu Rail Transit project with 21 planned stations in the West Oahu area.

Requires certified copies of the resolution be transmitted to state and county officials, the Hawaiian Homes Commission, University of Hawaii leadership, and Castle & Cooke Homes Hawaii, Inc.
