Request the President of the Senate to establish a Geothermal Energy and Technology Working Group to discuss strategies for developing and expanding geothermal energy in Hawaii, including potential development on the island of Hawaii and creation of a geothermal energy technology park.

Working group composition includes the Chairperson of the Board of Land and Natural Resources, Chairperson of the Board of Directors of the High Technology Development Corporation, Mayor of the County of Hawaii, Chairperson of the Hawaii County Council, a native Hawaiian cultural expert, a private sector business member, and a community member (with the Mayor selecting the last three members).

President of the Senate shall select a chairperson from among the working group members.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes, and cease operations on June 30, 2014.

Acknowledge Hawaii's growing energy costs, potential to reduce dependence on imported oil through geothermal resources, and need for comprehensive strategy balancing economic feasibility with public health, environmental, and cultural protections.
