• Ground access vehicles including taxis at Honolulu International Airport account for approximately 18,182 million metric tons of CO2 equivalent, representing 21.58 percent of the airport's total carbon emissions.

• Rules should include incentives such as establishing a separate taxi stand for high efficiency vehicles, modeled on successful programs in San Francisco, San Diego, and Boston.

• San Francisco achieved 90 percent clean cab adoption (85 percent hybrid electric vehicles) resulting in 35,000 mtCO2e annual greenhouse gas reduction; San Diego achieved 30 percent hybrid adoption in ten months.

• Transmit copies to the Governor, Director of Transportation, U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy, Honolulu Clean Cities Coalition, and Mayor of Honolulu.
